in general to Detroit's designa-
tion by President Clinton as one
of six empowerment zones has
been "overwhelming," Ms. Levin
said. The $100 million slated for
the city will be disbursed among
social-service agencies and com-
munity groups for neighborhood
revitalization programs. The
package also includes tax in-
centives for businesses like Ace-
Tex.
"We're beginning to see favor-
able results, where companies
are saying incentives help tip the
balance or speed up the process
for them," she said.
The overall goal of the em-
powerment zone designation is
to stimulate economic growth,
which in turn will create a
stronger tax base in the neigh-
borhood.
Irving Laker says his compa-
ny's eagerness to train local peo-
ple, especially for managerial
positions, is yet another great
reason for staying in the city.
And businesses that remain
or locate in the empowerment
zone will find a "great support
system" from the mayor's office
on down, he said.
"If businesspeople who are
here now want to expand, they
can. We're pleased with the op-
portunities (Mayor Dennis
Archer) has presented to the city
of Detroit." El

Defense Ministry
Seeks Increase

Jerusalem — The Israel Defense
Ministry demanded an increase
in its 1996 budget in a Cabinet
meeting convened to discuss how
to cut it, sources said.
Two weeks ago, Prime Minis-
ter Yitzhak Rabin and Finance
Minister Avraham Shohat
vowed to slash the defense bud-
get as part of cuts in government
expenditures.
In the meeting, several min-
isters said it was dangerous to
cut the defense budget while the
country is taking risks in the
peace process, sources said.
What surprised Treasury of-
ficials was not the natural resis-
tance from the Defense Ministry
to accept any cuts, but the de-
mand to increase the budget be-
yond the special reimbursement
for the costs of Israel Defense
Forces redeployment in the ter-
ritories.
Treasury officials presented
ministers with figures showing
that approximately 50 percent of
the defense budget is spent on
salaries and benefits. That, they
said, is where cuts can be made
through a freeze on raises and
restraints on benefits. O
