El Defense Ministry Seeks Increase Jerusalem — The Israel Defense Ministry demanded an increase in its 1996 budget in a Cabinet meeting convened to discuss how to cut it, sources said. Two weeks ago, Prime Minis- ter Yitzhak Rabin and Finance Minister Avraham Shohat vowed to slash the defense bud- get as part of cuts in government expenditures. In the meeting, several min- isters said it was dangerous to cut the defense budget while the country is taking risks in the peace process, sources said. What surprised Treasury of- ficials was not the natural resis- tance from the Defense Ministry to accept any cuts, but the de- mand to increase the budget be- yond the special reimbursement for the costs of Israel Defense Forces redeployment in the ter- ritories. Treasury officials presented ministers with figures showing that approximately 50 percent of the defense budget is spent on salaries and benefits.
