talks on the first phase of the De-
claration of Principles — creat-
ing Palestinian autonomy in the
Gaza Strip and Jericho —
dragged on and on, as Israel
pressed to include more stringent
security arrangements and the
Palestinians tried to inject more
symbols of sovereignty.
While the diplomats haggled
over already-forgotten details, the
situation on the ground deterio-
rated. As one deadline after an-
other passed, the Palestinian
opposition returned to terrorism.
\, Israel's closing of the borders to
7" protect its citizens from violence
choked the already battered
Palestinian economy. Diplomats
may have been conferring in con-
ference rooms in Cairo and Paris,
but on the streets of Israel, the
West Bank and Gaza, the old vi-
cious cycle prevailed.

agreement was signed last May,
;'the downslide continued — and
some say it even accelerated.
"The Palestinian Authority
failed to exploit its early grace pe-
riod to create credit and creden-
tinls for itself," said Mr. Abu-Amr.
"It excluded from the system ma-
jor political groups, like Hamas,
in order to monopolize power. It
failed to build national institu-
\ tions. It made arbitrary appoint-
;inents and decisions. And its
disorganization and poor perfor-
mance were the talk of the town
among its constituents."
Most damaging of all, perhaps,
was that the agreement did not
win the confidence of donor states
that had pledged to put autono-
my on its feet, so that the Pales-
tinian economy remained a

A parallel list of Israeli failures
is cited by Jacques Neriah, a for-
mer political adviser to Prime
Minister Yitzhak Rabin. "Rabin
virtually broadcasted his distrust
of Arafat, who didn't improve
matters by failing to deliver on
his commitments. Still, the re-
peated humiliation of the man
was not constructive."
