She has no diplomatic title, and
she has never presented creden-
tials to any foreign country; but
from her office inJerusalem, Joan
Hooper fills vital ambassadorial
functions to no less than 145
countries in the world, far more
than Israel enjoys diplomatic re-
lations with. Her periodic mes-
sages of good will, dispatched in
English, Spanish and French to
pratically every corner of the
world, are warmly reciporcated.
Joan Hooper is editor of an in-
formative, attractive, well-illus-
trated magazine called Shalom,
which, in effect, serves as an
alumni bulletin to those from the
third world who have at one time
or another studied in Israel in one
of the many courses offered by the
Foreign Ministry's Center for In-
ternationCooperation (known as
Mashav) and its various cooper-
ating agencies.
The geographical scope of the
circulation is breathtaking, but
no less so than the lavishly grate-
ful letters which pour in from the
graduates, recalling the courses
which they had taken in Israel,
and reporting on the effective use
to which they put what they had
learned.
Through its wide distribution
— and requests kepp coming in
to be added to the mailing list —
Shalom serves Israel as a practi-
cal application of people's diplo-
macy. Readers report that copies
circulate from hand to hand, both
because of the ariticles which pro-
vide valuable advice of just the
kind required by developing
states, and because of the inter-
anational camaraderie, based on
Israel, which has developed
among the tens of thousands of
individuals who have been en-
abled to take courses here. Such
courses range from all aspects of
agriculture of police training, to
hospital operation, fish culture,
education on every level, social
work, courses on "Promotion of
Income Generating Projects in
Small Communities, and scores
more, always with emphasis on
the immediately proctical.
The letters that pour in to the
eidtor reveal the enormous im-
pact which contact with Israel
has had on these people.
"I got a lot of knowledge and
experience from our course. I'll
never forget your beautiful coun-
try," from Bhattarai Shashi Ku-
mar, of Nepal.
"My colleagues and I have been
sharing the magazines ... The
high technology Israel has
achieved cannot be overempha-
sized," writes Dr. Leota Sio Paulo
Ainu, Chief Physician of the Na-
tional Hosptial in Apia, Western
Samoa.
