to own the health-care system,"
said Donald Potter, SEMHC
president. "I don't think the
Clinton plan portends a
takeover."
Dr. Richard Corlin of the
American Medical Association
offers mixed reviews of pro-
posed health-care legislation.
"Anyone who blanket endorses
the whole plan is sucking up to
the president for political gain,"
he said. "But anyone who blan-
ket opposes it is part of the
problem, not part of the solu-
tion."
The AMA has come out in fa-
vor of universal coverage. Un-
like C3P2, it favors employer
mandates requiring business-
es to insure their workers.
"In Hawaii, employer man-
dates have been proven for al-
most 20 years to be an effective
way of providing insurance. We
recognized, however, that it
might not be the only way. Al-
though there is an excessively
regulatory tone to the presi-
dent's plan, the principles be-
hind it are valid and we support
them."
Overall, C3P2 patients aren't
happy about the trend in Amer-
ican medicine. At monthly

meetings held in the lobby of
Dr. Ehrmann's office, patients
like Jeffrey Malkin show up to
express their concerns.
Mr. Malkin says he, too,
wants coverage for the cur-
rently uninsured, but he doesn't
think nationalized care is the
way to go: "All government
agencies have a tendency to di-
minish what they're trying to
accomplish.
"The single biggest issue I
have is adding a governmental,
bureaucratic agency to oversee
the medical profession. I see
that as abhorrent to the Amer-
ican community, most espe-
cially from my perspective as
an American Jew who is look-
ing for the best care I can get."
Mr. Malkin has a personal
worry about the Clinton plan.
More than three years ago, he
suffered from undiagnosed gas-
tro-intestinal pain.
"I went from pillar to post,
doctor to doctor, each telling me
they could find nothing wrong,
yet the pain was so bad I was
falling down from it," he said.
"Under the Clinton plan, I be-
lieve I would have been stopped
dead at that point."
Instead, Mr. Malkin contin-
ued his search until he finally
found a surgeon who solved his
problem.
