its draft annual report
but warned that inflation and

Inflation is the biggest threat to Israel's economic growth.

a skilled and rapidly growing
labor force, an environment of
greater macro-economic stabil-
ity, and an improved geopoliti-
cal situation very different from
that which had hitherto re-
stricted market access and in-
hibited foreign investment," the
report states.
However, the report warns,
inflation "could put at risk the
achievements to date." What
particularly concerns the IMF
is the rapid growth of the mon-
ey supply, the significant real
estate price increases, the
tighter labor market, and the

year's 8 percent inflation
target.
The IMF praises the govern-
ment's budget for stressing in-
frastructure and education
spending and for progressively
lowering taxes.
The report calls for a more
vigorous economic reform
process to promote rapid em-
ployment growth, including
strengthening privatization ef-
forts, which "would perhaps be
the single policy area that could
most readily improve Israel's
image abroad regarding its con-
tinued commitment to serious
economic reform." 0
