Envoy Seeks
Strong Ties

New York (JTA) — Raymond
Flynn, U.S. ambassador to
the Vatican, may have had
an agenda when he asked to
meet with the leadership of
the Anti-Defamation League
to speak about the ongoing
efforts to establish diplo-
matic ties between Israel
and the Holy See.
But when he met with the
ADL on Sept. 7, Mr. Flynn,
who in his previous role as
Boston's mayor had a
reputation for
outspokenness, seemed rein-
ed in by the constraints of
his role, and was not able to
say very much.
At the meeting at ADL
headquarters here he re-
peated, over and over, how
important it is to President
Clinton that the Vatican and
Israel have "a strong diplo-
matic relationship. He
could not elaborate.
Since being appointed am-
bassador in March, Mr.
Flynn has met several times
with Pope John Paul II and
top Vatican foreign ministry
officials.
And when Mr. Clinton met
with the pope during the
church's World Youth Day
gathering in Denver in
August, diplomatic relations
with Israel was one of the
key items the president
discussed.
Mr. Clinton "told the Holy
Father that the policy of the
U.S. is one of encouragement
of strong diplomatic rela-
tions between the Vatican
and Israel," said Mr. Flynn.
In his role of ambassador,
Mr. Flynn could not or would
not say how the pope or any

Vatican officials responded.
According to Abraham
Foxman, the ADL's national
president, Mr. Flynn was
tying to make a point.
'The American ad-
ministration is willing to go
public, knowing that it is be-
ing critical" of the Vatican,
he said.
"To say the president rais-
ed it and we raised it again
and nothing happens makes
it a bit more embarrassing
for the Vatican" not to do
anything, he said.
Bilateral talks between
foreign ministry officials of
the Vatican and Israel about
establishing diplomatic rela-
tions have been going on
quietly for several months,
but lately seem to have come
to a virtual standstill.
The major concerns, say
observers, such as control
over Jerusalem and other
Christian holy places in
Israel, have been resolved. ❑
