stop spending money on
Jewish settlements in the

implicitly criticized the set-
tlers there for protesting the
change in policy.
He said he would like the
money to be spent instead on
settlements along the
Lebanese border, whose
residents he called "the
civilian heroes in Israel."
The prime minister talked
at length about the threat of
Islamic fundamentalism
emanating from Iran, which
aims to gain control of
moderate Arab regimes and
bring an end to the current
peace negotiations.
He said Israel's continued
military strength — along
with getting Arab leaders
to understand that the use of ,
violence against Israel will
not advance their aims — is
vital to the "basic under-
standing that will lead to
peace negotiations."
Rabin praised the United
States for understanding
that "peace cannot be im-
posed" and that "the main
responsibility for the
peacemaking process lies
with the parties" concern-
ed.
