1967 borders.
Speculation about move-
ment toward direct, public
talks was heightened
Monday when another
Hebrew-language daily,
Ha'aretz, reported that
secret high-level talks were
already under way between
Israeli and PLO officials in
Israel and in various Arab
states aimed at bridging
their differences at the
peace talks.
According to the report,
the talks were being con-
ducted with the approval of
Prime Minister Rabin and
Chairman Arafat, but Mr.
Rabin's spokesman Gad
Ben-Ari insisted that nego-
tiations with the
Palestinians would be held
only within the framework
of the Madrid formula.
However, observers point-
ed out that the Labor gov-
ernment had already
allowed significant amend-
ments to the Madrid ground

that
notably
rules,
Palestinian leader Faisal
Husseini, a resident of
Jerusalem, could officially
participate in the talks.
The United States, the
Israel government and the
Palestinians all share the
conviction that time is run-
ning out and that a dramat-
ic gesture' is urgently need-
ed to reinvigorate the
process.
The diplomatic source
said Chairman Arafat might
make some gesture on the
question of the Palestinian
"right of return," but that it
would be some time before a
definitive statement was
forthcoming as many
Palestinian refugees have
yet to be reconciled to the
fact that they will not be
"going home," despite years
of PLO rhetoric and promis-
es.
However, the source said
that despite strenuous
Israeli objections, the
Palestinians would continue
to demand that Jerusalem
be included in any agenda
for negotiations. ❑

Holocaust Children
Hold A Conclave

Sydney, Australia (JTA) —
The first Australian gather-
ing of children and grand-
children of Holocaust sur-
vivors opened here this
week, with more than 100
participants from Australia
and New Zealand.
The conference came as a
result of informal discus-
sions at the first National
Gathering of Holocaust Sur-
vivors in 1985 and out of a

growing awareness that
there are many common
problems and concerns
among children of survivors
that have been virtually ig-
nored.
There are an estimated
20,000 descendants of Holo-
caust survivors in
Australia's 100,000-strong
Jewish community.
