American Jewish Congress,
also testifying at the hear-
ing, believes that "the
merits of repealing Jackson-
Vanik outweigh the limited
benefits of leaving the
statute on the books," accor-
ding to AJCongress Govern-
ing Council Chair Julian
Spirer.
Mr. Spirer testified that
the current number of Jews
leaving Russia showed that
the amendment had reached
its goal. Russia would
benefit from unrestricted
trade.
"The most important pro-
tection that can be afforded
Jews — and all minorities —
in Russia is to promote the
stability of the Russian
government and the preser-
vation of democratic institu-
tions and practices," Mr.
Spirer said.
Also on Capitol Hill, B'nai
B'rith was circulating a
letter from Sidney Clear-
field, the group's executive
vice president, to members
of Congress, urging a con-
tinuation of the Jackson-
Vanik one-year waiver.
Rabbi Predicts
Haredim Growth
Jerusalem (JTA) — The
fervently Orthodox will con-
stitute a majority in Israeli
society within 20 years, ac-
cording to Lord Immanuel
Jakobovits, former • chief
rabbi of the United
Kingdom.
Rabbi Jakobovits made the
surprising prediction at a re-
cent speech here, despite
statistics that estimate the
haredi, or fervently Or-
thodox, population as mak-
ing up slightly less than 10
percent of Israeli Jews.
Rabbi Jakobovits, who was
speaking at Hebrew Univer-
sity as part of a Davis In-
stitute for International Re-
lations conference, referred
in his speech to a "colossal
reversal" in Jewish trends.
The prominent rabbi
observed that 50 years ago,
the Orthodox comprised the
"vanishing tribe of our peo-
ple." Now, he said, "the
tables are turned, and the
Orthodox are the only ele-
ment maintaining and in-
creasing their strength."
Rabbi Jakobovits said
"rampant intermarriage
assimilation," particularly
in the United States, and
"radical differentials" in the
birthrates between the
fervently Orthodox and
other Jews will usher in
"dramatic changes" in the
composition of the Jewish
people in the next 15 to 20
years.
