he administration may
be about to name a new
ambassador to Israel.
Several administration
and pro-Israel sources say the
White House will soon name
William Brown, who served
in Israel during the early
years of the Bush adminis-
tration, to replace William
Harrop.
But this will just be an in-
terim appointment. Sources
say the administration plans
to appoint Reginald
Bartholomew to the post in
another six months. Mr.
Brown won high marks from
pro-Israel activists during his
tenure in Israel. And the ex-
pected appointment of Mr.
Bartholomew, a highly re-
garded troubleshooter for the
State Department, is seen as
an affirmation of the impor-
tance of the U.S.-Israel rela-
tionship.
"He's a man of considerable
stature," said one leading pro-
Israel activist. "His appoint-
ment would be a strong sig-
nal that 'Lliis is a very high
priority assignment in the
eyes of the secretary [of state,
Warren Christopher] and the
president."
Why the curious interim
arrangement?
Mr. Bartholomew is cur-
rently serving as President
Clinton's special envoy to
Bosnia. Sending him to
Jerusalem now would send
the wrong kind of signal to
the Serbs, say administration
sources.
Museum
Ceremony Fizzles
Opening ceremonies for last
week's dedication of the U.S.
Holocaust Memorial Museum
were a downer for numerous
Jewish activists.
What was originally
planned as a small gathering
Wednesday evening for
donors to the museum
swelled into a throng of al-
most 1,100 as the White
House tried to earn some po-
litical points.
One Jewish activist com-
pared the result to "a crowd-
ed state fair" since everyone
was gathered under a tent on
the White House lawn.
Adding insult to injury, the
president, who was inside
meeting foreign dignitaries
who were in town for the
opening, didn't get to the re-
ception until 6:30 p.m., a half
hour after it was scheduled to
end.
The result was that the
tightly packed crowd spent a
few uncomfortable hours in
cold, wet conditions.
"I felt like I was on a ten-
mile hike in the rain," said
the Washington representa-
tive of one Jewish group. "The
president gave a wonderful
speech at the opening, but the
reception was the pits.

role, he wrote the House ver-
sion of the Jackson-Vanik
amendment, the cornerstone
of the U.S. effort to protect
Soviet Jews.
He was a founding co-chair
of the Holocaust Memorial
Council and was responsible
for the "Precious Legacy" ex-
hibition several years ago and
