choose a few dozen who will
be allowed to return.
Jerusalem has also come
forward with a series of con-
fidence-building measures
that it will be prepared to
take so as to improve the
"quality of life" in the ter-
ritories — though not until
the Palestinians have
returned to the negotiating
table.
The order in which these
events occur could, of course,
develop into a sticking point
in itself. For by all accounts,
it will take more than a
declaration of intent by the
Rabin government to
assuage the angry mood that
has set in among the Pales-
tinians — especially in Gaza
and especially since the
deportation.
Indeed, Israel's return to
an "iron-fist policy" —
which in the past three mon-
ths has resulted in the
deaths of 50 Palestinians
and the destruction of 79
houses by anti-tank rockets
in the Gaza Strip alone —
has left some inhabitants of
the territories feeling almost
wistful about former Prime
Minister's Yitzhak Shamir's
Likud-led government. And
without some improvement
in that mood, the members
of the Palestinian delegation
will have a hard time justify-
ing their their agreement to
resume the talks in Wash-
ington.
Oddly enough, the plum
that Mr. Christopher did
grant the Palestinians was
not on their short list —
though they have earnestly
been requesting it of the
State Department for mon-
ths now. In declaring even
before his arrival in Israel
that the Clinton Ad-
ministration intended to
become a "full partner" to
the peace process, Mr.
Christopher set off alarm
bells in Yitzhak Rabin's of-
fice, and part of his stay in
Jerusalem was spent defin-
ing just what that statement
meant.
Prime Minister Rabin is
convinced that granting the
U.S. any role approximating
a "mediator" or "arbitrator"
would only harden the Arab
position, while the Palestin-
ians have long been urging
American officials to take a
more active part in moving
the negotiations forward.
Exactly how this new
"active partnership" will
express itself in and around
the conference room remains
to be seen. It must be said,
however, that the Palestin-
ians were not the only ones
to applaud the idea. Writing
