"It has been proven that in
every negotiation between
Israeli and Arab represent-
atives, the sides were able to
accept from a trustworthy
third party a proposal that
none of them could have in-
itiated or accepted from its
rival. The Camp David pro-
cess — which has been
mistakenly declared a vic-
tory for bilateralism — was
really a classic case of
mediation. President Carter
recently revealed that it was
possible to reach agreement
on a peace treaty because he
managed to prevent Begin
and Sadat from meeting

directly for the eleven days
of the talks.
"Committed as it is to
give-and-taken and to com-
promise," Mr. Eban con.
cluded, "the Rabin govern-
ment has no reason to extol
the 'do-it-yourself formula
that handcuffed the Bush
Administration."
And that is essentially the
bottom line of the
Christopher visit. Although
the secretary left the region
with the Palestinians still
holding out — and thus
blocking an announcement
that all the parties had
agreed to return to the
bargaining table — the con-
sensus is that the peace
talks will resume in Wash-
ington in the latter half of
April. That gives the State
Department some six weeks
to iron out the wrinkles and
— as the latest week's
bloody events have shown —
the opponents of peace an
equal opportunity to
sabotage the venture. ❑

Mubarak Sends
Adviser To Israel

Jerusalem (JTA) — Egyp-
tian President Hosni Muba-
rak, in an apparent effort to
take a more active role in
the Middle East peace pro-
cess, sent his senior adviser,
Osama el-Baz, to Israel.
Mr. el-Baz met with Prime
Minister Yitzhak Rabin and
reports said the two discuss-
ed issues ranging from a
possible Rabin- Mubarak
summit to further proposals
to resolve the ongoing crisis
of the Palestinians deported
by Israel to Lebanon.
Mr. el-Baz's visit came
three days after the United
States and Russia announc-
ed they would co-sponsor the
ninth round of the Middle
East peace talks in April.
The deportation issue con-
tinues to present an obstacle
to resuming the talks,
although there are signs
that a solution is in the
works.
Sources said that an un-
disclosed personal message
Mr. el-Baz carried from Mr.
Mubarak to Mr. Rabin did
not deal with the deporta-
tion issue. However, reports
from Cairo indicated the op-
posite, saying the Egyptians
are pushing for a plan under
which all of the deportees

would be back by June.
The Egyptian plan calls for
their return in three stages,
all within the next three
months and with most
deportees returning to Israel
before resumption of the
talks.
Egypt wants to present its
Arab partners with an af-
firmative Israeli response to
the proposal.
According to the same
sources in Egypt, Israel
would also promise not to
resort again to the use of
deportations, and it would
agree to accept back some
deportees who had been ex-
pelled in the past.

Israel's position thus far
has been that deportations
are no longer a part of stan-
dard policy, but rather a
deviation from the policy.
However, Israel refuses to
renounce deportations in
principle.
There was no confirmation
to an Israel Radio report
that Mr. el-Baz discussed
with Mr. Rabin a possible
summit with Mr. Mubarak.
The two leaders met in
Cairo half a year ago, short-
ly after Mr. Rabin assumed
office.
