On Anti-Boycott
Washington (JTA) — A
bipartisan group of U.S.
lawmakers has called on Eu-
ropean leaders to pass
legislation barring com-
pliance with the Arab
boycott against Israel.
Sixteen members of Con-
gress sent letters to British
Prime Minister John Major,
current president of the Eu-
ropean Community's Coun-
cil of Ministers, and Danish
Prime Minister Paul
Schluter, who will assume
the rotating post Jan. 1.
The letters called for
"European Community-wide
legislation aimed at pro-
hibiting compliance with the
secondary and tertiary
boycotts."
The secondary boycott, in
this context, aims to block
European companies from
conducting business with
Israeli companies. The ter-
tiary boycott, one step
removed, seeks to bar Euro-
pean companies from doing
business with companies
that do business with Israel.
The E.C., as yet, has no
overall policy to deal with
the Arab boycott. Most Eu-
ropean countries have no
legislation on the issue at
all, according to Andrew
Baker, director of European
affairs for the American
Jewish Committee.
He said Germany recently
enacted the strongest law in
Europe prohibiting com-
pliance with the boycott,
which is set to go into effect
next May.
Mr. Baker said the Euro-
pean Parliament, which is
the legislative branch of the
E.C., is more likely to craft
entirely new legislation
than to adopt the German
version.
But he said anti-boycott
forces would have "two gen-
eral forces to overcome" in
pushing for such legislation:
industry groups opposed to
any new laws infringing on
their business practices."
Mr. Baker said he hoped
the E.C. would enact anti-
boycott legislation as a
gesture of support for
Israel's Labor government,
which is more moderate
than its Likud predecessor.
"Israel deserves some dem-
onstrable sign of support,"
he said.
But with all the other Eu-
ropean laws going through
the process of
"harmonization" as the E.C.
moves closer to unity, the
issue of the Arab boycott is
"not high on anyone's list,"
he conceded.
