past, several fraudulent
mishulochim have solicited
families in the Detroit area.
Members of the Tzedakah
Project insist they are not at
odds with the Vaad on this
issue, but that carefully
observing the mitzvah of
tzedakah is critical.
"Maimonides rules that
we are required to be more
careful about the mitzvah of
tzedakah than any other
positive commandment in
the Torah," a Project state-
ment reads. "Decisions of
other organizations about
the propriety of (our) plan
notwithstanding, the inter-
nal needs of our constituen-
cies require our concerted
attention to this matter."
A number of cities, in-
cluding Baltimore, Chicago
and Los Angeles, already
have in place a mishulochim
program similar to the
Tzedakah Enhancement
Project.

Is Detained
Tel Aviv (JTA) — Police
have detained a Palestinian
suspected of stealing a van
and booby-trapping it in an
unsuccessful attempt to ex-
plode it in a crowded area of
Tel Aviv.
The arrest came a day
wafter police stopped the van
in the suburb of Ramat Efal
and seized two terrorists
who tried to flee. Sappers
destroyed the car bomb
without injuries.
Authorities are still seek-
ing a man believed to have
been the commander of the
group and the driver of the
van.
