Support and Visitation
Enforcement Act allows the
custodial parent (usually, but
not always, the mother) to se-
cure a court order to have funds
withdrawn from the non-pay-
ing parent's paycheck.
But that holds true only
when the parent is employed
in a large corporation where
salaries are easily defined and
funds accessible.
Many Jewish men are self-
employed — including doctors,
lawyers and accountants —
which means they alone are re-
sponsible for declaring income.
Fathers not wishing to pay
up may claim business has
"suddenly diminished," Mr.
Remer said. "And sometimes
they dance around and play for
time, trying to make compro-
mises. Meanwhile, the mother
goes through a lot of suffering."
It may seem that all dead-
beat dads are intentionally cru-
el, but this isn't necessarily the
case, Mr. Remer said. Some fa-
thers feel that what they are
told to pay is exorbitant in com-
parison with their salary, or
that it's "really alimony in the
guise of child support. What
they don't realize is that chil-
dren need shelter" — not just a
handful of dollars for clothing
or vacations.
Many men also remarry and
have a second family. After giv-
ing child care to their ex-wives,
"they may feel there's nothing
left to support themselves."
But few men will go hungry.
About 90 percent of divorced
women "will never see the
same level of affluence they saw
during their marriage," Mr.
Remer said.
The majority of men, on the
other hand, will have an in-
creased standard of living with-
in three years of their divorce.
Women having a problem
with deadbeat dads can find
support in a Friend of the Court
(an arm of the circuit court),
who can force funds from the
father's social security or pen-
sion benefits. But it takes time.
Issues of custody and visitation,
not to mention money, "all over-
load the court," Mr. Remer said.
"The Friend of the Court is
swamped and it's very difficult
for them to deal with the vol-
ume."
Court is long behind
Marjorie, who said she pities
her ex-husband. "He has
missed watching three won-
derful children grow up."
Today, she is more concerned
with other women in similar
situations. Her best advice:
learn the legal system, docu-
ment everything, stay opti-
mistic.
"I know it sounds unbeliev-
able," she said. "But women
need to know that everything
really will get better."
