amuel Hechtman had a dream. A dream that
started even before the paint was dry on the
third Jewish Federation Apartment building,
the 1983 Lillian and Samuel Hechtman Federation
Apartments in West Bloomfield. He wanted to offer
the same type of safe, comfortable, affordable,
Jewish-flavored elderly housing predominantly to
those people with moderate incomes. He charged
other members of the JFA Board of Directors to use
his endowment as seed money and create a finance
package that would allow the agency to build
such a place. Under the co-leadership of Rick
Rosenhaus and Michael Perlman, the
Phase V Building Committee of Arnold Cohen,
Emanuel Feinberg, Samuel B. Hechtman,
Marvin Kramer, Dr. James Labes, Howard
Rosenberg, Alan A. Singer, Leo Sklar,
Dr. Hershel Sandberg, and Marvin Talan
commenced planning and developing. An
Interior Design Committee, chaired by Roselyn
Blanck and including Barbara Cook, Marjorie
Krasnick, Janet Levine, Andrea Sachse, and
Sandra Sherman selected colors, materials
and furnishings.

That dream is now a reality. With backing from the
Michigan State Housing Development Authority
(MSHDA) , JFA has built Hechtman Federation
Apartments Phase II; anticipated opening
September 1992.
This newest addition to the JFA family will have
96, 644 square foot, one-bedroom apartments
with either a patio or balcony. Four of these
apartments have been specially designed for
wheelchair accessibility. Each unit will
control its own heat and air conditioning and
have two (2) emergency pull cords answered
24-hours a day. Glatt kosher dinner meals will be
served Mondays through Fridays. Residents will
also have access to the Blumberg Plaza and the
