Mr. Smith, who was due to
stand for re-election in,.,_ \
November, was beset with
problems over 161 bad
checks written on his ac- )
count at the now-closed -\
House bank. He also faced
questions about whether an
$10,000 check received from ,
a former law partner repre-
sented an improper conver-
sion of campaign funds to )
personal use. _\
"In the stingy shadows of
the Reagan-Bush years, I
have tried to be a strong, )
consistent, if sometimes ir- -)
reverent voice for values I
that must not be forgotten,"
Rep. Smith said in announc-
ing his retirement from
Congress. "I have decided
not to seek reelection be-
cause the job I love has )1
become impossible to do. _J
Washington doesn't work—,
anymore, and the public
arena is increasingly
frustrating and bitter."
Rep. Smith was one of
Israel's leading Capitol Hill
supporters.
Several years ago, he gave=
up his seat on the House
Foreign Affairs Committee
to join the Appropriations )
Committee — and,
specifically, the foreign
operations subcommittee,
where he hoped to have ir.,))
greater impact on the debate I
over Israel's annual foreign
aid allotment.
In February, he challenged')
Secretary of State James
Baker during hearings on
Israel's request for $10))
billion in loan guarantees, )
leading to a blizzard of
letters, phone calls and j
FAXs blasting him for -\,
challenging Mr. Baker —
many in anti-Semitic terms.
"It's a real loss," said
Jason Isaacson, Washington
director for the American
Jewish Committee. "Larry
Smith has played a major
role in focusing public and
congressional attention on
Israel's security situation, )
on its role as a vital ally. I-16=1
has had a very big impact."
"This is a very bad develop- r
ment," said Morrie Amitay,
a longtime pro-Israel activist \
in Washington. "He will be
