that the Torah forbade them
to leave the Old city — that
only Yosef Rivlin had the
courage to make the move
and build a home for himself
on the new land. Since his
wife too refused to abandon
the security of the walls, Mr.
Rivlin was obliged to live en-
tirely alone for several years.
He ensured his safety by plan-
ting trees around his house,
erecting a stone wall and in-
stalling a bell and flashes on
his roof to sound the alarm,
should danger arise.
When, three years later, his
friends saw that Mr. Rivlin
was still alive and well, they
too followed and by 1875 the
seven little houses they had
built had become 50 and in-
cluded a synagogue — the
first outside the walls of the
Old City — a bakery and a
printing press. By 1890 the
population numbered 120 and
by the turn of the century,
Nahlat Shiva was a bustling
community of artisans and
shopkeepers, of Ashkenazim,
Sephardim, Greeks,
Moghrabim, Orthodox and
secular, all living in harmony.
With the rapid growth of
the new city, however, the
quarter found itself dwarfed
and encircled by modern
buildings. Its own, meantime,
had fallen into disrepair and
original facades lay hidden
under tin roofs and makeshift
extensions.
Occupying a prime site in
Jerusalem's central business
sector and in need of a major
overhaul, Nahlat Shiva was
slated for demolition to make
room for roads and office
blocks. Then in 1988, as final
plans to raze the quarter were
about to be put in motion, it
was agreed that Nahlat Shiva
be saved for posterity. "We
succeeded in passing a rescue
plan at the eleventh hour," ex-
plains Yitzhak Yacobi, direc-
tor of the Jerusalem Develop-
ment Corporation. "This put
the quarter under a preserva-
tion order for renovation and
development."
The task was entrusted to
Mr. Yacobi's own capable
hands. A historian by profes-
sion, Hungarian-born Mr.
Yacobi has been responsible
for changing the face of
Jerusalem, renovating Yemin
Moshe in the '60s, the Jewish
Quarter in the '70s, Ben
Yehuda Street in the '80s and
now Nahlat Shiva.
"We want Nahlat Shiva to
become one of the city's main
shopping centers," he says,
"with elegant boutiques and
restaurants. Residents will be
able to stay on in spite of the
renovations. The back sreets,
with their authentic cour-
tyards and wells, will be
developed in such a way as to
