fingers would end up on
nuclear triggers, the mea-
sure would address the
growing threat of Soviet
nuclear technology ending
up in Arab hands.
Some groups, including
B'nai B'rith International,
are using the congressional
hiatus to study the bill, and
determine how it can be
modified to meet the grow-
ing possibility that Soviet
nuclear technology could be
sold off to the highest bidder.
"This bill could be an
excellent opportunity for the
Jewish community to do
something that could have
an important impact on the
Middle East," said Dan
Mariaschin, director of
international and public af-
fairs for B'nai B'rith.
That sounds good to
Thomas Neumann, ex-
ecutive director of the Jew-
ish Institute for National
Security Affairs (JINSA).
"It's almost guaranteed
that some of this nuclear
technology will find its way
into the Middle East — in
terms of the technology itself
or the brainpower necessary
to create it," he said. "Who
has the money, and who is
interested? Clearly, it's
countries like Saudi Arabia
and Syria."
It's time for officials in
Washington to finally de-
velop some clear and strong
non-proliferation policies, he
said, and the Glenn bill,
while not a cure-all, may
represent a start.

Last week's decision by the
Department of Justice to
enter a case involving a
community's alleged at-
tempt to use zoning laws to
allegedly put limits on Or-
thodox Jews turned a few
heads in Washington.
For the first time, the fed-
eral government will apply
fair housing laws in an effort
to protect the rights of re-
ligious minorities — some-
thing that could have major
implications for Jews of all
varieties.
The case involves the
village of Airmont in
Rockland County, N.Y.,
which allegedly was created
out of several other jurisdic-
tions with the intention of
barring Orthodox Jews.
The specific mechanisms
for the alleged discrimina-
tion were zoning provisions
that effectively prohibited
small home synagogues.
