Netanyahu was a whirl-
wind of activity as the Mid-
dle East peace talks yielded
to an uneasy recess in Wash-
ington last week.
In addition to an endless
round of TV and newspaper
interviews, the dynamic
Israeli leader took time out
to address a gathering of
Jewish Republicans on a
subject that still makes
Israeli leaders' hearts beat
faster: the $10 billion
package of loan guarantees
that Israel hopes to get
sometime after Congress
comes back in January.

He asked the group to use
their influence to build sup-
port for the loan guarantees
among Republican members
of Congress — a key part of
the loan guarantee strategy.
And he urged the Jewish
politicos to use their clout to
help avoid another poten-
tially bloody fight with the
White House over the issue.
But with the Middle East
peace talks currently in lim-
bo and the American econ-
omic crisis worsening by the
day, Israel's friends on
Capitol Hill continue to
warn of a grueling uphill
fight to pass legislation au-
thorizing the guarantees,
which Israel needs in order
to borrow money from pri-
vate banks at favorable
rates.

A number of pro-Israel po-
litical activists are keeping
their eyes on Illinois, where
two important battles are
shaping up.
Sen. Alan Dixon, a two-
term Democrat, faces a
strong primary challenge
from Carol Mosley Braun,
the Cook County Recorder of
Deeds. Ms. Braun, who is
black, made some controver-
sial comments during a re-
cent trip to Israel sponsored
by the Anti-Defamation
League.
According to Israeli press
reports, Ms. Braun indicated
that blacks were
"disappointed" with Jews
because Jews have not done
enough to help blacks climb
out of the cycle of poverty.
Mr. Dixon is a popular pol-
itician who has never lost an
election. But Ms. Braun has
effectively capitalized on
dissatisfaction with the
Senate over the Clarence
Thomas Supreme Court
nomination hearings, and
the challenger enjoys a
strong base of support in
Chicago.
Mr. Dixon has a generally
favorable record on issues
relating to Israel. The con-
cern is Ms. Braun would be
more hostile to the Jewish
state.
Also in Chicago, Mel
Reynolds' rerun challenge to
Rep. Gus Savage may be
spiced up by a new map that
will add more middle class
voters to the district.
In their first match, Mr.
Reynolds narrowly lost to
Mr. Savage, who had incens-
ed the pro-Israel community
with attacks on Mr.
Reynolds' support for Israel.
This time around, with the
new congressional map and
a better organized cam-
paign, Mr. Reynolds is in a
better position to displace
the incumbent, political
observers here say.
The pro-Israel community
is once again rallying to
support the challenger. One
group — ACTIONPAC —
has supplied a campaign
intern to serve as a liaison
between Mr. Reynolds and
the pro-Israel community.
Glenn Bill Addresses
Soviet Nuclear Question
How will Israel's security
be affected by the in-
dependence of a nuclear-
equipped Kazakhstan?
Issues like that could be
addressed in a bill introduc-
ed earlier this year by Sen.
John Glenn, D-Ohio.
