In The New Republic,
Hillel Halkin, identified as
"a writer and translator liv-
ing in Israel," notes that "it
is hardly a secret that most
Soviet Jews currently arriv-
ing in Israel would rather
have been stepping off the
plane somewhere else."
Mr. Halkin manages to
turn this negative into a
positive with the following
spin on who is disembarking
and why:
"Paradoxically, this is
what makes the least Zionist
of all immigrations to Israel
the most Zionist. For
wherein lay the real novelty
of Zionism when it was first
presented to the world a cen-
tury ago? It was not in the
belief that Jews would live
again in their own country,
or even that Jews would live
again in their own country,
but rather that Jews would
have to live again in their
own country. Theodor Herzl
accurately predicted that the
actual return to Zion would
be caused less by Hibat
Tsiyyon, "Love of Zion,"
than by objective cir-
cumstances more powerful
than man's emotions or
desires." ❑

Bonn (JTA) — Government
and opposition parties joined
forces in the Bundestag to
retain the special pensions
paid victims of Nazism in
what had been East Ger-
many before unification.
The ruling Christian
Democratic Union, its coali-
tion partner, the Free Dem-
ocratic Party and the opposi-
tion Social Democratic Party
lined up behind legislation
to keep the payments,
though in modified form.
The government had an-
nounced plans to scrap the
pensions instituted by East
Germany because they are
incompatible with the na-
tional pension program,
which is based on former
West German practice.
According to the proposed
legislation, the 10,000
beneficiaries would continue
to receive monthly
allowances of 1,400 marks —
about $868.
But the 1,700 marks
(about $1,054) paid to
"fighters" against Nazism,
mostly former Communist
officials, would be reduced to
1,400 marks.
Many of the recipients are
of Jewish origin.
