as the site of the talks was
a concession to Syrian
pressure. The State Depart-
ment says that Madrid was
chosen for reasons of
"security?' The 1992 Olym-
pics are to be held in
Barcelona, and so — State
Department officials have
told reporters — Spanish
authorities have made
elaborate preparations to
secure their country from
terrorist attack.
But Israeli officials say —
and this is confirmed by
American diplomats based
in Israel — that they had
been led to believe that the
negotiations, like those
conducted in the past with
Egypt and Lebanon, would
be held in Israel and the
Arab countries . . . Syria's
willingness to allow Israeli

negotiators onto its ter-
ritory and to send its
negotiators to Israel would
have confirmed the peace-
ful intentions of its Arab
leader and helped to
prepare the Arab popula-
tions for a real peace.
But Syria refused to con-
sider on-site talks and the
U.S. backed down. The
U.S? second offer was to
hold the talks in Europe,
and it specifically sug-
gested the Hague .
Damascus again said no.
The Hague is the capital of
the Netherlands, a country
that, the Syrians complain-
ed, was "too pro-Israeli:'
Syria — not the U.S. — then
proposed Madrid, the
capital of a country that
has tilted toward the Arab
side of the Middle East
dispute and that hosts the
largest Palestine Libera-
tion Organization embassy
in Europe.
Whatever will be publish-
ed as a chapter in current
Middle East occurrences, the
Emerson explanation for the
selection of the location for
the historic conference will
remain inerasable.
Children As Targets
For Pogromists
Israel's established princi-
ple of heralding the welcome
home message to fellow Jews
everywhere keeps bringing
the oppressed from many
lands.
The skeptics keep offering
negative explanations about
the difficulties that might
deter continuity of the new
exodus.
For the hopeful there are
explanations by the immi-
grants who prefer
difficulties to threats of
pogroms. If there is further
search for reasons, they can
be secured from the children
in Russia who are in cons-
tant threat in Soviet schools.
It took a non-Jewish Ameri-
can who visited to expose the
dangers.
In a letter revealing what
is occurring, Karen Mc-
Quillan related this experi-
ence:
My husband and I visited
Russia last week to see
what's happening there for
ourselves. We met a
wonderful couple in St.
Petersburg who invited us
home, fed us, and talked
freely for hours about the
situation there.
I asked Marianna if she
was afraid of going hungry
this winter. She said no, her
real fear was that her
12-year-old son, Dima,
would be beaten to death.
Dima is the only Jew in
his class. He is a small,
overly serious boy who
likes to program his own
computer games. One little
Jewish boy in St. Peters-
burg is in the hospital now
with a concussion from a
beating. Another Jewish
kid was recently brain
damaged in an attack by
anti-Semites. Everyone
predicts more violence this
winter as food and fuel run
out.
Russian Jews are scared.
Israel is the one place that
will take them in, but Israel
can't perform miracles —
there's no housing or jobs
for hundreds of thousands
of refugees. What a
desperate choice!
And then I come home
and find that President
Bush wants to prevent
American loan guarantees
— which would cost the
U.S. nothing — to put a roof
over these refugees' heads.
Only one percent of the
refugees go to the West
Bank. These are two
separate issues.
President Bush is dead
wrong to use refugees as
pawns in negotiations with
the Arabs: I just hope
Dima isn't one of the dead.
When children become the
target for pogroms, there is
no longer dispute of facts
that call for escape to
freedom and security.
Israel's welcome sign is the
continued explanation of the
validity of Zionism.
