T
he Palestinians scored
highest; Israel did
very well and Syria
was a failure in the battle for
image and public relations
at the Madrid conference,
according to several experts.
"The Palestinians probably
advanced their cause more
than anybody — in part be-
cause they had the furthest
to go," said Stuart Eizenstat,
an adviser to the president
in the Carter administra-
tion. "Before, they were
viewed mostly as gun sling-
ing terrorists, and identified
with Yassir Arafat and all
that he represents. Sudden-
ly, the American people saw
Palestinians in suits and
ties, who were negotiating in
moderation."
The Palestinians, more
than any other party to the
complex round of negotia-
tions, were able to suggest to
the worldwide audience that
they were ready for serious
negotiations, without
preconditions.
Israel's public relations
effort was praised by
Howard J. Rubenstein, who
directs a major public rela-
tions firm in New York. He
said that for the first time
Israel conveyed a sense that
compromise was possible.
"They didn't give up any
territory — but they gave
the feeling there could be
recognition for a peace.
They're acting much more
professional." He praised
Deputy Foreign Minister
Benjamin Netanyahu, a top
Israeli negotiator and one of
the media stars of the
Madrid conference, for being
articulate and flexible.
"And it was very impor-
tant that Prime Minister
Shamir showed that he could
bend and come to the table
and shake hands," he said.
"That was a very important
image for people in this
country."
Mr. Rubenstein noted that
Israel "blew" its public rela-
tions advantages after the
Gulf War, during which it
appeared heroic to most
Americans.
"That dissipated very
quickly, and then Israel was
viewed as a major stumbling
block to peace."
He added that image is es-
pecially important in these
times of economic crisis in
America, since Washington
"will find it easy to walk
away from economic support
of Israel unless the Israelis
