The 1975
resolution was
engineered by the
Palestine
Liberation
Organization.

European communist
governments, as well as by
many Third World nations.
It was one of several resolu-
tions attacking Israel that
were engineered by the
Palestine Liberation Organ-
ization.
The resolution was ap-
proved by a vote of 72-35,
with 32 abstentions. It
stated that "Zionism is a
form of racism and racial
discrimination."
With the collapse of the
communist bloc's anti-Israel
stand, and a shift in Third
World sentiment, a high-
ranking U.N. official said
that a majority vote to
repeal the resolution can
likely be achieved.
However, John R. Bolton,
assistant secretary of state
for international organiza-
tion affairs, said that
"procedural" roadblocks
could, at the very least, slow
the repeal process. ❑

Mr. Bush did not talk about
the Middle East peace pro-
cess in his speech to the
General Assembly was seen
as a gesture to the Israelis.
The new push to repeal
Zionism-is-Racism has some
interesting history.
Two years ago, the ad-
ministration was apparently
ready to press the issue -
but Israeli leaders, wary of
starting a fight they could
not win, held back.
This summer, the Israelis
began sending signals to
Washington indicating a
new interest in pressing for
a repeal vote. This time it
was the administration that
held back.
At the time, the Bush
White House apparently
wanted to use the U.N.
resolution as another lever
in its ongoing effort to force
a settlements freeze and to
pressure the Shamir
government into attending
the international con-
ference.
The administration decid-
ed to press the Zionism-is-
Racism issue only after an-
other attempt to bring about
a settlements freeze - the
delay in the $10 billion in
loan guarantees - resulted
in a new wave of anger and
distrust along the Washing-
ton-Jerusalem axis.
In Jerusalem, Prime Min-
ister Yitzhak Shamir re-
portedly said he was
"delighted" by Mr. Bush's
call for repeal of the resolu-
tion. He also expressed hope
that Mr. Bush's remarks
would help ease tensions
between Israel and the U.S.
"Our interest and I think,
the U.S. interest, is to have
good relations," The Wash-
ington Post quoted Mr.

year-old Carmiel computer
genius was formally charged
last week with illegally tap-
ping into secret U.S. Army
computer memory banks.
The youth's entry into the
Pentagon computer re-
portedly allowed him access
to military secrets during
the Persian Gulf War.
The unidentified teen-ager
was also charged Sept. 5
with organizing and par-
ticipating in international
credit card forgeries.
Local police in Galilee
were led to the suspect by
police in the United States
and Canada, who had been
investigating the theft of

thousands of dollars' worth
of goods and services by the
illegal use of Visa credit card
numbers obtained from a
contact in Israel.
Computer hackers in Nor-
th America, arrested after
yearlong buying sprees, said
their Visa-related informa-
tion came from Carmiel. But
a check of the records of
Bezek, the Israeli telephone
corporation, showed no calls
to the United States or
Canada placed by the teen-
ager.
However, a search of his
room uncovered sophisti-
cated electronic and com-
puter equipment and soft-
ware.
