met with Syria's President
Hafez al-Assad for more
than three hours.
"It was an inappropriate
resolution from the day it
was born. Most sensitive
\ people have supported its
repeal all along."
But by themselves, the
president's strong words will
not help a Middle East peace
process jeopardized by the
feud over the loan guar-
antees, Mr. Owens said.
"His speech may help
defuse the crisis — but only
if he allows the loan guar-
antees to go through at the
same time," Mr. Owens said.
"Alone, it's just a gesture.
It's an important gesture —
but it's not substance."
Other observers suggested
that the U.N. speech might
have only a temporary
effect.
"My guess is that it will
soon be overshadowed by
quite predictable issues on
which the United States and
Israel will disagree," said
William Quandt, a Brook-
ings Institution specialist in
Middle East affairs. "It's not
going to remove the other
sources of irritation — over
settlements, over interpreta-
tions of Resolution 242, over
the role of the United States
in promoting negotiations.
Those issues always come
back to haunt relations bet-
ween Likud leaders and U.S.
presidents."
But the U.N. speech could
have a lasting impact, Mr.
Quandt suggested, if Wash-
ington is able to use its
growing international clout
to convince other nations to
vote for repeal of the resolu-
tion.
"If he is unable to do
anything other than de-
nounce the resolution, then
a week from now nothing
will have changed," he said.
"We've always been opposed
to the resolution. We've
never achieved a strategy for
repealing it. It would be far
more significant if we could
get a few Arab countries to
work for a repeal."
Mr. Bush offered another
oblique olive branch to
Israel and its supporters
during the U.N. speech.
In the course of his ad-

dress, the president avoided
the issue of the upcoming
Middle East peace con-
ference, which is scheduled
for sometime in October
under joint U.S.-Soviet spon-
sorship.
