PROFESSIONAL SHOPPER SALE

from venture capital funds.
At the end of that decade,
these companies had a capital
value of more than $6 billion,
employed 30,000 people and
paid corporate taxes of more
than $350 million.
But even if the bill passes,
it won't be free of red tape. To
operate a fund, a license will
be granted by a council con-
sisting of representatives
from the Finance Ministry,
the Tax Commissioner, the
Tel Aviv Stock Exchange, the
Office of the Chief Scientist in
the Ministry of Industry and
Trade, and the Association of
High Technology companies.
Not everyone is so keen on
the proposal claiming what is
actually being purported is to
"regulate" a venture capital
industry, a contradiction in
terms, and to create a virtual-
ly risk-free investment en-
vironment, another con-
tradiction in terms. By
guaranteeing up to 80 per-
cent of the losses of the funds
the government would be
distorting the market
mechanism which rewards
success and punishes
failure. 111
