Not everyone is so keen on
the proposal claiming what is

"regulate" a venture capital
industry, a contradiction in
terms, and to create a virtual-
ly risk-free investment en-
vironment, another con-
tradiction in terms. By
guaranteeing up to 80 per-
cent of the losses of the funds
the government would be
distorting the market
mechanism which rewards
success and punishes
failure. 111
