Gas Warfare Fears
Calmed In Israel
Jerusalem (JTA) — Ap-
prehensions raised by the
prospects of an Iraqi gas at-
tack on Israel diminished
last week when the Cabinet
was informed that
Baghdad's military
capabilities do not yet in-
clude fitting chemical
warheads to its short- and
medium-range missiles.
The missiles are the only
delivery system to which
Israel is vulnerable.
While the Iraqis showed no
qualms about using poison
gas in their eight-year war
with Iran or against their
own Kurdish minority, the
gas was contained in ar-
tillery shells or dropped in
bombs by the Iraqi air force.
Israel is well out of range
of Iraqi artillery, and the
Israeli air force is more than
a match for Iraq's, Defense
Minister Moshe Arens told
foreign journalists Sunday
in Tel Aviv.
Mr. Arens spoke after
briefing the Cabinet on the
Iraqi threat. He was joined
by the Israel Defense Force
chief of staff, Gen. Dan
Shomron, and the chief of
military intelligence, Gen.
Amnon Shahak.
While the civil defense au-
thorities plan to distribute
gas masks and anti-
chemical-warfare kits to the
entire population, including
the Arab community, they
are in no rush to do so, partly
because Mr. Hussein could
interpret that to mean Israel
planned to attack Iraq.
The distribution will take
place by the end of the year,
first in the densely
populated Tel Aviv area and
then in the Galilee town of
Safed.
The authorities have ask-
ed manufacturers and
dealers meanwhile not to
sell masks to the public now,
to avoid hording and
profiteering.
The gas masks retail for
$150 to $300, including kits
that contain a disposable
syringe with atropine, a
poison gas antidote.
Ira Silverman Resigns
Asa AJCommittee Exec
New York (JTA) — Ira
Silverman, executive vice
president of the American
Jewish Committee, has
stepped down after a year of
battling health problems.
"The American Jewish
Committee is an organiza-
tion struggling for its
health, and I'm a person
struggling for mine. That
Mr. Silverman, who
took the helm at
AJCommittee in
June 1988, has
digestive ailments.

Silverman said in a tele-
phone interview.
Mr. Silverman was referr-
ing to financial cutbacks and
extensive restructuring
which AJCommittee has
undergone during the past
year, problems which have
been affected by instability
in the organization's profes-
sional leadership.
Mr. Silverman's resigna-
tion represents the sixth
time in the past decade that
AJCommittee has had to
search for a new executive
vice president.
Sholom Comay, president
of the AJCommittee, said
that the organization hoped
to replace Mr. Silverman "as
quickly as is humanly possi-
ble." He said that it was
hoped that a new executive
vice president would be in
place by early September.
"We hope to find a new
professional leader who will
exemplify the same qualities
of vision, competence and
leadership that Ira Silver-
man has given to the Ameri-
can Jewish Committee,"
Comay said.
Mr. Silverman, who took
the helm at AJCommittee in
June 1988, has suffered from
digestive ailments since last
summer. In December, asso-
ciate executive vice presi-
dent Shula Bahat officially
stepped into Mr. Silverman's
shoes as acting executive
vice president.
"We all had hoped and Ira
had hoped that he would re-
cover fully," said Mr. Com-
ay. "But that didn't
happen."
He said that Mr. Silver-
man would remain affiliated
with AJCommittee as head
of the organization's In-
stitute for Human Relations.
He said that he "fervently
hoped" that the move would
help Mr. Silverman's recov-
ery.
