Austrians OK
Victims' Pay
New York (JTA) - After
decades of intractability on
the question of compensa-
tion to victims of Nazi
crimes, the Austrian
Parliament in December
passed legislation which will
enable Jews forced to flee
Austria to receive social
security benefits.
The 48th Amendment to
the Austrian Social In-
surance Law will make it
possible for Holocaust sur-
vivors who were born in
Austria before 1930 -eight
years prior to the Anschluss
- to claim social security
benefits.
Whereas previous legisla-
tion had set the cut-off date
at 1924, the new amendment
will allow thousands of
former Austrian citizens to
receive an on-going monthly
payment of approximately
$400.
The Austrian government
estimates that this provision
will cost them between 2 and
8 billion Austrian schillings.
"This is a tremendous
breakthrough," said Israel
Miller, president of the
Committee for Jewish
Claims on Austria. "For
years, the Austrians have
claimed that they were not
part of the Nazi empire, that
they were a victim country"
and therefore were not
responsible for compensa-
tion payments.

ly interpreted as anti-
Semitic. Tutu had compared
Israeli troop actions to South
African repression, and had
called on Jews to "forgive"
the Nazis.
The scheduled protest took
place as planned, but was
low-key and respectful, in
response to personal appeals
from Dinkins that the pro-
testers "not rain on my pa-
rade."
A small group of 50-75
Jewish activists, led by
Rabbi Avraham Weiss, held
up signs across the street
from the ceremonies that
declared: "Tutu is raining
anti-Semitic hate on your
parade."
Many Jews in the audience
expressed misgivings over
the presence of Tutu and of
the Rev. Jesse Jackson, a
longtime friend of Dinkins.
Jackson, in fact, had added
a sour note during a private
midnight swearing-in
ceremony, where he was
quoted as complaining that
"the birthplace of Jesus the
Christ is under occupa-
tion."
