Tel Aviv (JTA) — An
Israeli soldier of fortune
wanted by the Colombian
authorities is not likely to be
handed over by Israel.
But his future movements
around the world may be
greatly curtailed if Colombia
obtains an international ar-
rest warrant for Yair Klein,
an Israel Defense Force re-
serve lieutenant colonel.
At the moment, Klein, who
is president of Hod Hahanit,
a firm that specializes in ex-
porting military equipment
and know- how, is under in-
vestigation by the Israeli
police.
The police are trying to de-
termine whether he and his
associates — all IDF reser-
vists — did business in Col-
ombia without obtaining the
requisite licenses from the
Defense Ministry.

Tel Aviv (JTA) — In the
face of mounting complaints
from civil rights groups in
Israel and abroad about the
rising number of casualties
among Palestinian children
in the West Bank and Gaza
Strip, the Israel Defense
Force is revising army
regulations and instituting
new procedures.
The defense establishment
also has adjusted its use of
administrative detention,
following appeals on the sub-
ject to the High Court of
Justice.
The IDF's judge advocate
general, Brig. Gen. Amnon
Strashnov, last week or-
dered the military police to
give top priority to the in-
vestigation of cases involv-
ing the deaths of children in
the administered territories.
Cities To Sign
Twinning Pact
Tel Aviv (JTA) — Tel Aviv
and Budapest will become
"twin cities" next month.
Mayor Josef Bialek of
Budapest is scheduled to
come to Tel Aviv in
November at the invitation
of Tel Aviv Mayor Shlomo
Lehat, for a signing
ceremony that will mark the
first twinning of Israeli and
Eastern Bloc cities.
The idea was raised by the
deputy mayor of Tel Aviv,
Yigal Griffel, on a visit to
Hungary two months ago.

Hungary re-established full
