Yitzhak Rabin and U.S.
Secretary of State James
Baker have agreed to inten-
sify their efforts to promote
Israel's proposal for Palesti-
nian elections in the West
Bank and Gaza Strip.
During a meeting at the
State Department, Rabin and
Baker also agreed to seek a
more active supporting role in
the stalled peace process for
Egypt and other third parties
who apparently have some in-
fluence over the Palestine
Liberation Organization.
. Rabin, told reporters that
he and Baker had discussed a
possibly enhanced Egyptian
role in promoting the peaqe
process.
In recent weeks, Egypt has
put forward a 10-point pro-
posal for Palestinian elec- •
tions. The Labor Party is in-
clined to support those points,
but the Likud is strongly op-
posed to several of them.
U.S. officials are searching
for a way to use the Egyptian
proposal as a bridge to resolve
differences over the elections.
However, there is a growing
perception in Washington
that the election proposal
may be close to dead.
According to informed U.S.
officials, PLO Chairman
Yassir Arafat and his top
aides are determined that at
least some Palestinians from
outside the territories par-
ticipate in any Palestinian
delegation selected to
negotiate with Israel — a
position rejected by the Israeli
government.
"This is a matter of princi-
ple for the PLO," an
American official said.
At the State Department,
Rabin insisted that the elec-
tion plan was still the only
"correct proposal" to get
peace negotiations off the
ground.
The major problem in the
peace process, he continued,
was finding a "partner
among the Palestinians in the
territories." He promosed to
continue the search.
The defense minister said
he had not detected any
change in the U.S. stance in
support of the elections. The
Israeli peace intiative, he
said, "is seen as a positive
move on the part of Israel:'
The United States appears
to remain convinced that the
election plan will succeed on-
ly if the PLO gives the
Palestinian residents of the

territories a green light to
cooperate with Israel. So far,
the PLO has rejected Israel's
conditions.
At a brief Pentagon
ceremony, Rabin and Defense
Secretary Richard Cheney
signed a new Memorandum of
Understanding designed to
strengthen U.S.-Israeli
strategic cooperation in the
area of military research and
development. The exact
details of the agreement have
not been revealed.
Following his meeting with
Baker, Rabin told reporters at
the State Department that
Israel would view a U.S. deci-
sion to grant Arafat a visa to
address the United Nations
"very gravely."
Rabin said that Arafat does
not deserve a visa, especially
in the aftermath of the recent
Fatah General Congress in
Tunis during which the
mainstream PLO group
adopted a series of hardline
anti-Israeli resolutions.
Arafat is expected to seek a
visa to attend the UN
General Assembly's annual
debate. Last year, the United
States rejected his request
and the session was moved to
Geneva.
This year, however, the
Bush administration is like-
ly to grant such a request
because of the U.S.-PLO
dialogue in Tunis, which
began last December. Still,
administration officials have
said the hope that Arafat will
not request a visa.
Arafat was quoted by a
Saudi newspaper as saying he
would come to New York in
late September to propose an
international conference on
the Arab-Israeli conflict. ❑

Third IDF
Soldier Killed

Tel Aviv (JTA) — An Israel
Defense Force soldier was
killed Saturday, when his
patrol was ambushed by
unidentified gunmen in the
Har Dov area of southern
Lebanon, on the slopes of
Mount Hermon.
One of the assailants was
killed by return fire, and
another was spotted fleeing
from the scene. The IDF said
there were signs that a third
man may have escaped.
The victim, Sgt. Itai
Shienek, 21, of Ramat
Hashavim was buried there
Sunday.
He was the third IDF fatali-
