communique was entitled,
"Leaflet of Heroism and Tak-
ing a Final Stand."
Then something fascinating
happened. The American
diplomats in Tunis conveyed
to their PLO counterparts
Washington's displeasure at
such open declarations about
killing. Two days after Leaflet
40 was distributed
throughout the territories, a
PLO broadcast from Sanaa,
Yemen, declared the com-
munique null and void. Im-
mediately Palestinian leaders
in the territories announced
that the Leaflet was "com-
pletely canceled."

They had learned that word
of mouth is much better, that
blood-curdling official an-
nouncements make
Westerners cringe, that it is
self-defeating to trumpet your
darker plans when there is so
much goodwill around.
The PLO knows that it can
continue to kill Palestinian
collaborators" with Israel
with virtual impunity, that
the fact that these killings
now account for almost half of
the most recent fatalities in
the intifada is ignored in the
American media.
The terror attacks, and the
counter-killing, are only one
facet of the intifada and the
Arab-Israeli struggle. Accor-
ding to Mayor Freij, hundreds
of Palestinian intifada leaders
have been rounded up in the
last two weeks. "It has been
systematic, and it's still going
on. Some of them are taken
from their beds." He said he
was "scared by the sad situa-
tion — not personally scared."
(Freij's life was threatened by
Yasser Arafat last December
when the mayor suggested a
cease-fire in the intifada.)
An informed source con-
firmed that "the hunt for the
intifada leaders is on, and on
a scale not seen since the
uprising began." He noted
how the intifada has changed
lately: "There's less open ac-
tivity, fewer mass street riots.
The PLO Local Committees
are strengthening their grip
on the increasingly radicaliz-
ed and terrorized population.
They are concenrating their
power in probable prepara-
tion for 'the next, st:age' of the
intifada."

Shamir has been late-
ly that the intifa:ia can be
dampened almost to the point
