He noted how the intifada has changed lately: "There's less open ac- tivity, fewer mass street riots. The PLO Local Committees are strengthening their grip on the increasingly radicaliz- ed and terrorized population. They are concenrating their power in probable prepara- tion for 'the next, st:age' of the intifada."
