Tekoah Poses
'U.S. Of Israel'

United Nations (JTA) — A
former Israeli ambassador to
the United Nations has pro-
posed a plan for a "United
States of Israel" made up of
a Jewish-Palestinian "union"
west of the Jordan River.
Yosef Tekoah, who served as
U.N. ambassador from 1967
to 1975, described his novel
peace plan as a union bet-
ween Israel and a Palestinian
entity based on economic
cooperation and a common
currency. Each of the bodies
would retain its own govern-
ment and parliament but
take part in a common
administration.
Tekoah, currently the
chancellor of the Ben-Gurion
University of the Negev, stop-
ped short of describing the
Palestinian portion of the
union as an independent
state. He acknowledged that
the Israeli government is
adamantly opposed to such a
state, and that his plan
sought the "common
denominator" between the
conflicting Jewish and Arab
positions.
He also denied that his plan
is merely a restatement of
current proposals by Defense
Minister Yitzhak Rabin and
others for limited Palestinian
autonomy in the West Bank
and Gaza Strip.
Tekoah declined to say
whether he had discussed the
plan with Israeli leaders.
