year in the United States,
Israel had a golden opportuni-
ty to take advantage of
Reagan and Shultz by setting
in concrete a peace process
about as favorably inclined
toward Israel as realistically
possible. But Israel missed
that chance; it was preoc-
cupied with its own election.
Now, the situation has
become more difficult for
Israel. The Middle East will
be high on the Bush agenda
in the early months of the
new year. The U.S. is talking
to the PLO.
Israel's clout today is not
what it once was. At least
that's what the Bush people
suspect. They have seen open
dissent and disarray in recent
months in Israel and the
powerful pro-Israeli political
community in the United
States. For very pragmatic
politicians, that counts a
great deal in the end.

Tel Aviv (JTA) — Soviet
authorities have reversed
their promise to issue visas to
fans of the Maccabee Tel Aviv
basketball team, which
played the champion CSKA
Red Army team in Moscow
this week.
The Diesenhaus travel
agency initially received 470
applications for entry visas,
airline tickets and hotel
rooms when the Soviets an-
nounced last month that
Israelis would be allowed to
attend the games.
Avi Friedman, assistant
manager of Diesenhaus, told
Israel Radio from Vienna that
Soviet officials there told him
they could not agree to such
a large group of Israelis in
Moscow, because Israel and
the Soviet Union have no
diplomatic relations.
The Israelis would have
nobody to turn to in case of
need, the officials explained,
according to Friedman.
The Soviet consular delega-
tion that has been in Israel
since 1987 said it knew
nothing of the latest develop-
ment. It did not handle the
visa applications.
Meanwhile, the original
470 applicants dwindled to
180, after would-be travelers
learned that Intourist, the
Soviet travel bureau, was
charging them more than
double the normal rates for
visas and the tour package,
Friedman said.
