Henry Kissinger during the
Nixon and Ford administra-
tions, Scowcroft eventually
was named National Securi-
ty Adviser by President
Gerald Ford while Kissinger
remained the Secretary of
State.
Scowcroft's views on the
Middle East are basically in
line with the mainstream
Eastern establishment as ad-
vanced over the years by the
Council on Foreign Relations
in New York and the Brook-
ings Institute in Washington.
Like most of the heavy-
weight foreign policy thinkers
in the United States, this
means that Israel should
withdraw basically to the
pre-1967 lines. But the notion
of Israel's becoming the per-
manent sovereign power over
those territories and the 1.5
million Palestinians who live
there is out of the question. It
is not an option accepted by
anyone in the American for-
eign policy establishment,
and they are clearly shaping
up as the dominant force of
the Bush foreign policy team.

Thus, Scowcroft's deputy at
the NSC, Bob Gates, the
former number two man at
the Central Intelligence
Agency, is a professional
clearly part of establishment
mindset. Judge William
Webster will remain the CIA's
director — signalling further
continuity.
The John Sununu appoint-
ment continues to concern
Israel's friends in Washing-
ton. Despite the outgoing
New Hampshire governor's
soothing statements about
Israel made shortly after his
appointment as White House
Chief of Staff, the pro-Israeli
community remains deeply
alarmed.

Sununu, an Arab-Ameri-
can, delivered some rather
stinging words about the
Arab-Israeli conflict during
speeches in recent years
before the National Associa-
tion of Arab-Americans.
Beyond that, he was the only
state governor who refused to
sign a petition calling for the
repeal of the UN's 1975
Zionism-equals-racism
resolution.
There will be plenty of
solid, pro-Israeli bureaucrats
and political appointees serv-
ing in the second tier of the
Bush foreign policy team, and
their influence in shaping
policy will be important.
But at the top level, there
are problems for Israel.
Bush, while a friend of
Israel, probably does not
share Reagan's almost in-
stinctive pro-Israeli attitude.
Baker is no Shultz — as far as
Israel is concerned. "Clear
