PNC's recognition of U.N.
Resolution 242, but the PLO's
interpretation is different
than that of the United States
and Israel. The PNC called
for Israeli withdrawal from
all the occupied territories.
Moreover, the PNC accepted
242 only in the context of
other resolutions, which in-
clude the 1975 "Zionism is
racism" resolution.

guided by its own definition of
terrorism which does not in-
clude "the peoples' right to
resist foreign occupation, col-
onialism, and racial discrim-
ination, as well as their right
to struggle for their in-
dependence?'
Perhaps the most important
aspect of the PNC was ig-
nored altogether by the press.
That was the PLO's failure to
repudiate its national charter
which calls for the destruc-
tion of Israel.
Since the PNC meeting,
PLO officials have made a
number of qualifying
remarks which have gone
unreported. The PLO's
foreign minister, Faruq Qad-
dumi, denied the PNC
recognized 242. Resolution
242 and the Palestinian right
to self-determination and the
establishment of a Palesti-
nian state, Qaddimi said,
were only to be the bases of
an international peace con-
ference (Al-Siyasah, Nov. 19).
George Habash said im-
mediately after the PNC
meeting that he expected the
rights of the Palestinians to
be "imposed on the Zionist
enemy" (Algiers Domestic
Service, Nov. 15). Abu Abbas,
the mastermind behind the
Achille Lauro hijacking and
murder of Leon Klinghoffer,
assured Sawt Al-Sha'b, (Nov.
27) that there would be a
"continuation of all forms of
Palestinian struggle."
In his recent meeting with
American Jews in Geneva,
Yassir Arafat probably did not
repeat what he told Cairo's
news service: "Israel, with its
Zionist face, represents the
new colonialism and the
bridgehead for the old col-
onialism in our Arab area"
(MENA, Nov. 22). The Palesti-
nians, Arafat said, were
"Thanks to our many customers and to a great effort by all store managers and their
staff, we have extended this clearance until December 24, 1988. I have asked each
manager to select from remaining inventory any additional rugs available for the close
of this clearance and reduce the price tags." //
