Washington (JTA) — The
bill making genocide a crime
in the United States is now on
President Reagan's desk
awaiting his signature to
make it law.
The nearly 40-year struggle
over the bill, which makes
genocide a crime under the
U.S. Criminal Code, ended
Oct. 19 when the House ap-
proved the bill by a voice vote.
The bill was adopted by the
Senate Oct. 21.
The House had first approv-
ed the bill last April, but had
to vote a second time because
of some "technical" changes
made in the Senate version.
One change was to name
the bill the Proxmire Act
after Sen. William Proxmire
(D-Wis.), who is retiring from
the Senate this year.
Proxmire was the leading
advocate for Senate ratifica-
tion of the U.N. convention
outlawing genocide and the
current legislation implemen-
ting the treaty.
Once the president signs
the bill it will be sent to the
United Nations, where the
United States will become the
100th nation to have ratified
the treaty.

Proxmire For
Genocide Fight

Washington (JTA) — Sen.
William Proxmire (D-Wis.)
was honored last week for his
long personal struggle to ob-
tain Senate ratification of the
U.N. Convention Against
Genocide and the adoption by
Congress of legislation mak-
ing genocide a crime in the
United States.
Seymour Reich, president of
B'nai B'rith International,
which sponsored the Capitol
Hill reception, noted that
Proxmire never stopped talk-
ing about the treaty, making
more than 3,300 speeches in
support of its ratification.
He called this effort "a kind
of moral filibuster to inform
the Senate and the American
people to come to grips with
their responsibilities to both
the dead and the living."
Proxmire is retiring this
year after 30 years in the
Senate. The 40-year struggle
over the treaty ended last
Tuesday, when the House ap-
proved the implementing
legislation, named the Prox-
mire Act.
The congressional action
came more than two years
after the Senate ratified the
treaty on Feb. 19, 1986.
