been displayed on State
House grounds, the menorah
should be permissible as well.
The AJCongress brief argues
that while many Jews are
unhappy with publicly-
sponsored Christmas trees,
the courts have previously
determined that they are
secular symbols and their
display accordingly does not
violate the Establishment
Clause.
AJCongress claims that the
state did not demonstrate
bias in its rejection of the
eight-day display of the
menorah, noting that the
D capitol grounds are made
I available for use on a first-
come, first-served, equal ac-
cess basis for all private
groups.
The state agreed that the
menorah could be allowed to
> stand during the actual can-
dle lighting ceremonies of
Chanukah, but not for the
eight full days because, ac-
cording to state regulations,
free-standing symbols such as
1 the proposed menorah cannot
remain at the caitol when not
being used in connection with
a "public event" in order to
eliminate the possibility that
the government will be iden-
tified as endorsing the
message of a particular
symbol.
The brief also argues that
Lubavitch was given ample
alternatives to display the
menorah in other areas, in-
cluding the governor's man-
sion, and was free to display
its menorah on its private
land in a heavily travelled
area, which it did. (Luavitch
erected the menorah at Drake
University in Des Moines).

Jewish Committee has laun-
ched a nation-wide campaign
urging a strengthening of pro-
visions for church-state
separation and civil rights
policies in the proposed Act
for Better Child Care (ABC
Bill).
The AJC has actively work-
ed in support of the ABC Bill,
which seeks to improve child
care services on the local,
state and national levels, and
has also advocated provisions
in the bill that would allow
for sectarian institutions —
currently providing about
one-third of the child care na-
tionwide — to be funded.
However, the human rela-
tions agency expressed con-
cern that the current
langauge of the bill does not
incorporate adequate
safeguards.
