donors who deduct their con-
tributions for purposes of fil-
ing their income tax returns.
So long as the organizations
maintain their tax exempt
status, the donors can deduct
their contributions.
The IRS, however, has not
taken a formal position on
_ whether the organizations
would lose their tax exempt
status if they used the con-
tributions in the territories.
That question, the
spokesman said, has not been
directly addressed — one way
or the other.
Assistant Secretary of State
for Near Eastern and South
Asian Affairs Richard Mur-
phy, in a Jan. 25, 1988 letter
to a pro-settlement activist,
pointed out that the IRS "has
not ruled that American tax
exempt organizations which
contribute funds for use in
areas occupied by Israel in
1967 will thereby lose their
tax exempt status."
But Murphy went on to add
that the U.S. government has
"as a matter of policy" limited
the use of U.S. economic and
military funds provided to
Israel to the pre-1967 lines.
American private voluntary
organizations operating in
the territories, he said, may
use U.S. government funds
only to assist the indigenous
\ Palestinian population.
"The U.S. has adopted this
policy because of our long
standing view that the Israeli
settlements and settlement-
related activities in the oc-
• cupied territories, which ex-
• penditures of U.S. govern-
( ment funds in these areas
could support, are an obstacle
• to a peaceful resolution of the
• Arab-Israeli dispute through
negotiations," Murphy said.
"The recent unrest in the oc-
cupied territories, which
( threatens both Israelis and
1 Palestinians, demonstrates
the urgency of resolving this
2' conflict through negotiations
and compromise?'
Jewish fund-raisers said
1\ they did not anticipate any
2 change in their policy in the
near future. They cited the in-
creasingly unfavorable
political climate resulting

from the continuing Palesti-
•
nian uprising in the ter-
ritories for their caution.
"This is not the best time to
force the IRS into making a

hard and fast ruling on the
matter," one American
Jewish fund-raiser said.
