Canadian
Anti-Hate Law
Upheld

Toronto (JTA) — The
Ontario Court of Appeal
upheld the conviction of
Donald Andrews and Robert
Smith for violating Canada's
anti-hate law. Last week's
decision was unexpected since
it contradicts the decision
reached in the Alberta Court
of Appeal two months ago.
The Alberta court decision
overturned the conviction of
schoolteacher and alleged
anti-Semitic propagandist
Jim Keegstra. The Alberta
court ruled that the statute
was contrary to Canada's
Charter of Rights, portions of
which protect free speech.
While upholding the convic-
tion, the three judge panel
reduced Andrews' 12-month
sentence to three months and
Smith's seventh-month sen-
tence to one month.
Both cases are being
appealed and will likely go
before the Supreme Court of
Canada, where the anti-hate
law will face its ultimate test.
Andrews, born in
Yugoslavia, is leader of a neo-
Nazi group formerly known
as Western Guard and later
renamed the Canadian
Nationalist Party. Smith edits
the group's bimonthly
bulletin which carries pro-
paganda targeting Jews,
blacks and immigrants from
Third World countries.

Swiss Close
Neo-Nazi Camp

Geneva (JTA) — Swiss
authorities last week closed a
neo-Nazi camp for boys and
girls in Seelisberg. The camp
was occupied by The Young
Vikings, an active neo-Nazi
group in Europe.
Swiss police said they ex-
pelled the group from Switz-
erland and registered the
members to prevent any fu-
ture return to Switzerland.
The Viking camp closing is
not the first incident in
Switzerland involving neo-
Nazi youth activities.
Another neo-Nazi summer
camp on Lake Constance on
the German-Swiss border
closed earlier this summer
before the police could act.
The Viking leader rented
the property from a local
farmer, saying the youths
were Boy Scouts.
Considering themselves
followers of Hitler's Youth,
founded in Germany in 1926,
the boys and girls raised the
Nazi flag each morning and
sung Nazi songs.
