rorism and rewrite its
National Convenant to delete
any references to the destruc-
tion of Israel, he said.
But Bush said the fun-
damental U.S. approach to
the PLO will not change un-
til the PLO changes its own
policies first.
The Vice President express-
ed his continuing support for
the 1978 Camp David ac-
cords. "It's a framework from
which something else good
can happen," he said.
Bush flatly opposed the
creation of a Palestinian state
on the West Bank and Gaza
Strip, suggesting that his
virtually-certain Democratic
presidential opponent, Mass-
achusetts Governor Michael
Dukakis, has waffled on this
issue.
"I think the Palestinian
state is a non-starter," Bush
said. "It isn't going to happen.
It's just polarizes to begin
with."
He said he would support
some sort of "confederation,"
as suggested in President
Reagan's Sept. 1, 1982, peace
initiative. "It's a good
framework," he said, referring
to that plan.
Bush, a former UN Ambas-
sador, sharply criticized sug-
gestions by Dukakis that U.S.
foreign policy should be more
"multilateral" in its overall
orientation.
"You see, I've got a different
feeling, in terms of Michael
Dukakis, on these interna-
tional organizations — the
utility of them," he said. "I
was there. I know the
strengths of the United
Nations; I know the short-
comings of the United Na-
tions."
Bush also disagreed with
Dukakis on the matter of
recognizing Jerusalem as
Israel's capital. "That should
be negotiated," the Vice
President said. "If I am say-
ing that there should be a ne-
gotiated settlement without
preconditions, how can we set
preconditions? Why should
we set a precondition? I mean,
the credibility of negotiations
depends on no preconditions."
But without going into
detail, Bush went on to insist
that the status of Jerusalem
should not return to the
"status quo ante '67."
On another matter, he said
it was "interesting" but "not
easy" and "somewhat compli-
cated" to try to deal with a
badly divided Israeli govern-
ment.
