The organization was formed
three years ago to funnel
Jewish money and expertise
into desperately poor nations.
Attending the reception
were Sen. Carl Levin (D-
Mich.), and Reps. Ben Gilman
(R-N.Y.) and Rep. Sam Gejden-
son (D-Conn.). Referring to
his early life in a Displaced
Persons camp in Europe after
World War Two, Gejdenson
said, "If not for voluntary
organizations, my family
would not have survived. This
kind of service means a great
deal to me."
Duberstein is widely re-
garded as a tough, com-
petitive pragmatist who isn't
timid about expressing his
own views.
"That's precisely the quali-
ty that makes a decent chief
of staff," said one Jewish
activist in Washington. "We
don't expect any changes in
policy as a result of his
appointment — but the addi-
tional Jewish input he pro-
vides certainly can't hurt."
Support Weak
For Embassy
Sen. Daniel Patrick
Moynihan's bill to move the
U.S. embassy in Israel to
Jerusalem is not picking up
support from Jewish activists
in the Capital.
Both the American Israel
Public Affairs Committee
(AIPAC) and the Israeli em-
bassy have sent clear signals
that this is not the time for
Congress to move on the
Jerusalem question.
But Jewish leaders appear
reluctant to criticize the New
York senator for his actions.
"Moving the embassy has
been in the Democratic plat-
form for many years," said
Malcolm Hoenlein, director of
the Conference of Presidents
of Major Jewish Organiza-
tions. "Moynihan is handling
this in a responsible way. It's
a serious issue that deserves
serious attention."
There are signs that the
Moynihan bill came at the
behest of the Michael
Dukakis campaign. "Dukakis
came out for the embassy
move — and then discovered
there was no current legisla-
tion on the subject," said a
congressional aide. "Moyni-
han wasn't thrilled about it
because it recalls all the
`pandering' charges from the
1984 campaign, but he went
along with it as a show of
support for Dukakis."
Also attending was the am-
bassador from Mozambique.
In 1986, AJWS flew 16 tons of
medical supplies to the
impoverished nation.
AJWS has also adapted an
Israeli-designed silo for grain
storage in Ethiopia, where
tons of food donated by the
West rot because of inade-
quate storage facilities.
Another AJWS project devel-
oped latrine covers that local
communities could manufac-
ture themselves.
"One of the things that
we're fighting is the per-
ception that Jews only help
other Jews," said AJWS presi-
dent Laurence R. Simon.
"American Jewish World Ser-
vice's rapid expansion is
graphic proof that this is a
misperception."

War Criminal
Worked For U.S.
Washington (JTA) — A con-
victed Nazi war criminal,
Robert Jan Verbelen, worked
for the U.S. Army's Counter
Intelligence Corps (CIC) in
Vienna from 1946 to 1956, as
did at least 13 other active
members or collaborators of
the Nazi Party and SS, accord-
ing to a Justice Department
investigation undertaken at
the request of the Anti-
Defamation League of B'nai
B'rith.
The investigation, a report
of which was made public last
week, provides descriptions
of, but does not name, the 13
others at the request of the
Central Intelligence Agency
"to protect the identity of in-
telligence operatives." But
Elliot Welles, who heads
ADDs task force on Nazi war
criminals, said as a "matter
of principle" he is seeking to
uncover those names.
A copy of the report was for-
warded to the Austrian
government, said Neal Sher,
director of the Justice Depart-
ment's Office of Special In-
vestigations, who co-wrote the
report. The report does not
ask Austria to retry Verbelen,
now 77, who was convicted in
1965 there of two murders
during World War II, and
later acquitted on the
grounds that he had been car-
rying out orders from
superiors.
The Austrian Supreme
Court overturned that acquit-
tal, but never retried him.
