Knesset Likely
To Pass Budget
Jerusalem — Finance Min-
ister Moshe Nissim's $33.5
billion state budget for fiscal
1988 is likely to be passed by
the Knesset, despite some
$494.5 million of cuts in
government expenditures
that could cause hardships
this election year.
Both the Labor Party and
the Likud have pledged not to
support any amendments
that could disfigure Nissim's
fiscal package. The projected
cuts will be felt later this
year, mainly in the form of
sharp increases in the prices
of government-subsidized
items, such as flour and
public transportation. There
will be an extension of cut-
backs, in force since 1985, on
national insurance payments
for children in middle-income
families. Plans to introduce
free kindergarten for children
aged 3 and 4 have been post-
poned.
The only area where the
budget has been increased
somewhat is road construc-
tion. Improvement of Israel's
highways is considered
urgent because of the high
rate of traffic fatalities,
perhaps the highest per
capita in the world.
Iraqi Pipeline
Scandal Brewing
Jerusalem — A scandal is
brewing in Washington over a
1985 Iraqi oil pipeline project,
involving U.S. Attorney
General Edwin Meese III and
alleged bribes to Israeli of-
ficials. A Foreign Ministry
spokesman said the proposed
pipeline had been discussed
during official U.S.-Israeli
contacts, and that Israel had
agreed not to interfere with
the project.
In Washington, special pro-
secutor James McKay, who
has been investigating the at-
torney general, last week
reportedly told the White
House that Meese played an
important role in the $1.1
billion pipeline in which a
close friend of his, E. Robert
Wallach, had a financial
interest.
The 800-mile pipeline,
never built, was intended to
carry Iraqi oil to the Jorda-
nian port of Aqaba, on the
Red Sea, for shipment
overseas. The idea was to
bypass the Persian Gulf,
where Iraq and Iran are lock-
ed in war. Syria, an ally of
Iran, shut down Iraq's pipe-
line through its territory to
the Mediterranean in 1982.
