The issue is tied to this
week's summit between
Soviet leader Gorbachev and
President Reagan. As part of
the Summit activities, Verity
is bringing together a group
of 60 American corporate
leaders to meet with top
Soviet officials.
The meeting, which was
scheduled to take place
Thursday, is intended to
foster greater economic ties
between the two nations. But
to some Soviet Jewry ac-
tivists, its actual purpose is to
do an end-run around
Jackson-Vanik, the cor-
nerstone of American's
human rights policy.
"We haven't been able to
get much information about
the meeting," according to
Pam Cohen, president of the
Union of Councils for Soviet
Jews, a group that actively
opposed Verity's nomination
back in October. "We do not
yet know who instigated the
meeting — whether it was
Verity himself, the Soviets ,
or someone else in the Ad-
ministration."
Verity and his staff were un-
willing to comment on the
meeting; according to one
source in the Administration,
the meeting was requested by
the Soviet embassy.
According to Cohen, Veri-
ty's meeting with the Soviets
is another example of the
mixed signals coming from
the Administration. "Secre-
tary of State Shultz says that
the Soviets will pay a heavy
price if they don't honor the
Helsinki accord. Now, with
this - meeting, there's a ques-
tion: How will the Soviets
pay?" •

Arab Workers
Go On Strike

Jerusalem (JTA) - Israeli
Arabs began a mass civil
disobedience campaign this
week to dramatize the mount-
ing financial crisis in their
municipalities, which they
claim the government has
failed to redress.
The Arab municipalities
estimate a budget deficit of
$16 million. Most have not
paid salaries for two months
and they cannot meet their
bills.
Some 46 municipalities
have gone on strike. Arab
mayors and municipal em-
ployees plan to go to
Jerusalem to hand in their
keys at the offices of the In-
terior Ministry. Arab schools
are expected to shut down as
part of the protest.
