Jaffe's conclusions. "He's a
serious social scientist, but
he's off base on several levels:'
says Kraar, who suggests that
neither the American Jewish
community nor the Israeli
community share Jaffe's
sense of dissatisfaction. He
noted that once you remove
the defense portion of the
Israeli budget, the impact
that American-raised dollars
for Israel has is signifcant,
totalling about 15 percent of
all dollars spent by Jerusalem
for social services.
Kraar believes that money
contributed by American
Jews to Israel helps American
Jews as well as Israelis since
it "creates a catharsis of in-
volvement."
He also feels that less
money would be raised in the
United States if no funding
went for services in Israel.
But Kraar agrees that with
the increasing level of endow-
ment funding, the American
Jewish community now has
the ability to provide tuition-
free Jewish education and
other means of "enhancing
the quality of Jewish life on
the local level!'
The political effect of cur-
tailing UJA funds to Israel
would be the possible closing
of the Jewish Agency, Jaffe
speculates, since it is "depen-
dent on Federation-UJA-UIA
funds for its survival!' This
would be no great loss to
Jaffe, a persistent critic of the
Agency. He believes "it
should have been disbanded
after the establishment of the
State of Israel in 1948, or in
1967, when the government
and idigenous nonprofit agen-
cies should have taken over."
Jaffe suggests creating a
new, nonpolitical world
"Jewish Foundation" that
would award grants as many
charitable foundations do in
America and elsewhere "with
none of the huge overhead
and unnecessary politics."
Jaffe asserts that the miss-
ing ingredient in Israel-
Diaspora philanthropy is
"imagination," and that
donors "have been too busy
contemplating the navel of
the Jewish Agency for so long
that they have not looked up
_ to see that there are better
ways to spend their time and
money."
