attend the cognitive center do
brilliantly when they reach
first grade. But he maintains
that they do better than they
would have done if they had
not had the special attention
afforded by the center. And
kindergarten and first-grade
teachers say that they can
always spot the children who
have spent time at the cogni-
tive center; the children al-
ways know how to get started
on a project and check their
work when they are done.
They have learned a different
way of meeting a challenge.
The process has touched them
and remains with them.
In that sense, the cognitive

center is a microcosm of Proj-
ect Renewal in Ramle. No,
the City of Sand is not doing
brilliantly. But if the gov-
ernment of Israel and a
community from abroad de-
cide to take on the renewal of
the entire city, improvements
in the Old City will prove to
skeptical residents of Ramle
that changes are possible
when the community gets or-
ganized and gets a helping
hand from outside. Those who
took part in the renewal of
the Old City can serve as a
kernel of a wider grOup that
will take over the slack city
reins. They have already
been changed by the process
and there is no going back. 111

Washington — The resig-
nation of Navy Secretary
John Lehman after more
than six years of exemplary
service to his country was of
particular significance to Is-
rael's friends in Washinton.
Aside from his effective
leadership in strengthening
and expanding America's
naval forces, Lehman aso put
the U.S. Navy in the foref-
ront of cooperation with the
Jewish state.
As a result of Lehman's ef-
forts, Israeli-made Kfir fight-
ers today help train Navy
and Marine pilots; pilotless
drones designed in Israel —
of the type used with so much
success in Syria in 1982 —
fly off U.S. battleships; and
U.S. Navy ships make reg-
ular port calls in Haifa.

These, plus other ongoing
projects, are a tribute not
only to Lehman's apprecia-
tion of Israel's unique, low-
cost solutions to military
problems, but his overall
view that Israel plays a vital
role in defending U.S. inter-
ests in the Middle East.
Perhaps the reason no serv-
ice secretary in recent mem-
ory has accomplished as
much is because none has
been as well-prepared for this
role. While the decisiveness,
drive and aggressiveness dis-
played by Lehman are not
wholly unknown in govern-
ment, Lehman's "resume" for
the job was almost too perfect
to be believed.
A member of the famous
Kelly family of Philadelphia,
Lehman earned an advanced
degree in international law
and diplomacy from Cam-
bridge, and a PhD in interna-
tional relations. He has also
