complishments would call to
mind a bookish academic, as
an airman in the U.S. Naval
Reserve Lehman still flies off
aircraft carriers in A-6 In-
truders and pilots Navy
helicopters.
The final ingredient, prior
government experience, is
certainly not lacking.
Lehman was a senior staff
member on the National Se-
curity Council in the days of
Henry Kissinger and was
later deputy director of the
U.S. Arms Control and Dis-
armament Agency.
But these impressive cre-
dentials are not all that
Lehman brought to his posi-
tion. In a city where initia-
tive can quickly become
stifled by bureaucratic iner-
tia, Lehman was a "risk-
taker" who didn't mind step-
ping on toes to get what he
wanted. He pushed through
plans and funding for a 600
ship Navy after inheriting
479.
On Capitol Hill, Lehman
gained a reputation for being
able to give as much, if not
more, than he took from his
critics. Lehman also over-
came the hostility of the ad-
mirals who were accustomed
to doing things their way. By
eliminating layers of
bureaucracy in the procure-
ment process, Lehman
speeded up the whole process
appreciably.
And in a Defense Depart-
ment whose head, Secretary
Caspar Weinberger, is not
noted for his appreciation of
Israel, Lehman went ahead
and forged a real partnership
between the U.S. Navy and
the Israel Defense Forces. He
did this for the same reasons
he was able to accomplish so
much for the Navy — it made
sense, worked, and everyone
benefited by it.
At 44, Lehman is unsure
about his immediate future.
It is no secret he is ambiti-
ous, with an eye on a politi-
cal career. Currently, how-
ever, with his home base of
Pennsylvania already repre-
sented by two fellow Republi-
cans, Lehman will have to
bide his time. There is talk of
a book or a stint in private
industry to help make up for
years of public service.
