Ethnic Tension
Warning Made

Santa Ana, Calif. — A
leading authority on inter-
group relations has warned
that ethnic tensions, some-
times escalating to violence,
had proliferated all over the
United States and that vigor-
ous measures by a broad
range of community groups
were necessary to combat
them.
Gary E. Rubin, director of
programs for the American
Jewish Committee, stated
that `xthis trend is affecting
all identifiable groups in this
society, and requires atten-
tion not only by specialized
agencies or ethnic com-
munities but by society as a
whole."
He suggested that a five-
point program be im-
plemented as soon as possible
to blunt tensions and in-
crease intergroup harmony:
• Denunciation of ethnic or
racial hatred by people in
authority on all governmen-
tal levels by leaders of pri-
vate groups;
• Coalition-building on
major issues, pluralistic edu-
cation in the schools, and
communal events that touch
a broad variety of groups;
• Strong and visible sup-
port for local and state
human rights commissions;
• Revival of the national
field of professional human
relations.
